3. Encouraging long-term tenant purchase schemes to enable Kenyans to live in decent houses

4. Giving tax rebates to financial institutions that give ninety five percent (95%) mortgage on a maximum of Kshs.5,000,000.00 to the tenant purchase scheme

5. Encouraging the buildings of cheap and decent houses in informal settlements

6. Enacting a system for equitable distribution and easy acquisition of land
