Section 9 Conclusion

The thrust of the ODM-K Manifesto is the Komesha Umaskini Movement that the party has inaugurated. The hallmarks of the movement are: increased investment in the economy, increased productivity, increased employment opportunities, higher incomes, and equitable distribution of benefits through expanded social welfare programs, especially for the poor. This is the spirit in which we propose free secondary education, free healthcare beginning with the poor, and a modest cash allowance for the poorest in our communities.

The extra cost of the new welfare program will be met out of a kitty drawn from (a) additional revenue that will be received from the expected increase in economic investment and productivity (b) funds salvaged through eradication of corruption in public and private sectors and (c) funds salvaged from rationalization of public expenditure to stem extravagance and wastage. Indeed, social welfare is the essence of our ideology of social democracy. Implementation of the proposed program is hinged on the practice of good governance that is anchored on devolved government, integrity in utilization of pubic resources, and guarantee of security, all underpinned by a revised constitutional order.

While this manifesto has been prepared through wide consultations, ODM-K now invites Kenyans to debate the proposals contained in here critically and comprehensively in keeping with our guiding principle of participatory government by all Kenyans.

Finally, ODM-K now calls upon all Kenyans to enroll in the party and support its presidential, parliamentary and civic candidates during the general elections so that the party can form the next government and embark on the task of implementing this manifesto.
