8. Crime and Security (Law and Order)
Recent events have shown the rise of insecurity and violent crime in Kenya. A rising trend in crime including gun crime, rape and defilement of women and children are of particular concern. To add onto these are anti-social behaviour such as vandalism, binge-drinking and threatening behaviour from vigilante groups in our communities. FP will work towards a secure Kenya where all those that are within her borders live in peace and liberty. To realise this vision, a FORD-People government will implement the following:
▪ Research on and address causes of crime.
▪ Initiate a multi-pronged approach in combating crime through the community, police force and the court system.
▪ Introduce reforms to reflect the national and gender character of our country.
▪ Retrain the security forces to be non-partisan, professional, uphold the constitution, be public friendly and respecters for human rights.
▪ Increase the ratio of police officers to the citizenry to internationally acceptable standards
▪ The party shall advocate for the education of the citizenry on human rights, citizen rights and responsibilities and general matters of law in efforts to have a knowledgeable and responsible citizenry.
▪ Give local people a say over police priorities as a means of enhancing participation of the public in improving security and combating crime through genuine community policing.
▪ Establish a national policy on private security firms to widen their role and responsibility in security matters.
▪ Effectively equip, modernize and manage the country’s security facilities according to international standards in a bid to build their capacity to effectively and efficiently deal with crime and insecurity.
▪ Revise and improve the terms of service of police and security personnel to boost their morale so that they can effectively deal with crime and corruption.
▪ Equip and effectively manage specialized units of the police such as gender and child desks to ensure that they can effectively serve the role for which they were intended.
▪ Set up an independent body to conduct crime surveillance, monitor law enforcement agents, and deal with all matters by the police and public concerning law enforcement and personnel.
▪ Address gaps in the criminal law and make appropriate amendments to punish economic crimes and other crimes involving public funds and resources.
▪ Put in place measures to curb the proliferation and availability of small arms and work towards securing the country’s borders.
