24.0 IMPLEMENTATION FRAMEWORK

DP acknowledges that Kenyans are known for writing good policy document which end up gathering dust in various institutions of governance because of poor or non-implementation. The documents are usually developed by the policy analysts without due consideration of the stakeholders. The process is often non-consultative and non participatory and usually lack consensus building. Therefore strategies and measures outlined in this Manifesto will require a collaborative and participatory implementation process.
