7.0 SECURITY
The Democratic Party of Kenya believes that the security of persons and their property are human rights as enshrined in the Constitution. The security situation has been of concern as we have continued to experience homicides, organized crimes, tribal clashes, robberies, muggings in our towns, pick-pocketing and cattle rustling among others
There are a number of factors that have contributed to the poor state of security in the Country. These include: poverty and unemployment, corruption, low standards of professionalism, insecurity in some of our neighbouring countries, proliferation of small arms, weak legal and justice regimes, weak conflict resolution mechanism, drug trafficking and substance abuse; and inadequate capacity in the police force. DP will strive to develop a motivated, professionally trained and appropriately equipped police service that is people-friendly and whose performance shall be enhanced by presence of gender sensitivity, specialized training in jurisprudence, forensic investigations and drug analysis inorder to enhance administration of justice.
The police service will also be enhanced by training in public relations, communication skills and ICT. In addition, training will be provided at National, Regional and international conflict resolution and a preventive criminology, community policing and skills to deal with economic crimes, international crimes and economic espionage. At the local authorities level DP Government shall strengthen the local authorities inorder to empower them to enhance security. Inorder to improve security in the Country the Democratic Party of Kenya Government will also undertake the following measures:
1. Create a police force that is people friendly through education and training on public relations;
2. Build capacity in our judicial system to ensure quick dispensation of justice;
3. Enhance professionalism by regular re-training of the police force;
4. Promote good governance by strengthening coordination of administration and governance systems;
5. Improve welfare of the police force especially remuneration, housing and insurance covers for the risks they undertake;
6. Improve administration of justice by ensuring that the poor are provided with legal counsel by the Government.
7. Educating the communities on the dangers of corruption;
8. Discipline corrupt security personnel by prosecuting and sacking them;
9. Build capacities in the police force by equipping it with modern crime detecting equipment such as surveillance cameras, sufficient transport and retraining of personnel especially in forensic and DNA Systems;
10. Increase budgetary allocation to the Ministry in Charge of Internal Security.
11. Develop a National policy on small arms and light weapons.
12. Strengthen linkages between the communities and the police through the community policing programme;
13. Encourage conflict resolution dialogues through cultural and sport activities of different communities;
14. Increase recruitment of police officers to attain the universal 1:1450 ratio of police to people;
15. Equip police with modern crime prevention technology and equipment;
16. Improve and intensify cross-border policing to prevent small arms smuggling into the Country;
17. Computerize the police force and train officers in crime tracking procedures
18. Establish village level policing.
