5.0 PUBLIC SERVICE

The Public Administration is the link between Government and communities. It is expected that an efficient and effective administration will deliver policies from the people to the Government and from the Government to the people. There have been a number of reforms in the Public Administration including the creation of more districts to deliver services closer to the people. The communication of the policies has however not been given the attention it requires. Chiefs and their assistants as the grassroots agents of the Government have not effectively used the community in information collection and dissemination. This area includes crime, corruption and administration of justice.

The DP Government will take the following measures in order to improve public administration:


1. Create a people-friendly administration from grassroots level

2. Collect and disseminate information from the communities without disclosing individuals sources

3. Discipline corrupt public officers

4. Intensify the fight against crime, and insecurity in the communities.

5. Strengthen the office of the Ombudsman

6. Rationalise the use of public opinion in public administration.

7. Encourage communities to take interest in development programmes in their areas

8. Standardize administrative procedures

9. Enhance training for all cadres of administration especially the chiefs
